DEFINITION


Under general supervision, to assist in maintaining order and safety on and around campus grounds and facilities; to serve as a resource person and liaison to students, staff, and administrators in improving student conduct and class attendance; and to perform related work as assigned.


DISTINGUISHING CHARACTERISTICS


Campus Security Aide I is the entry-level class in the series. Under close supervision, incumbents learn and perform duties of increasing complexity. This class is alternately staffed with Campus Security Aide II, and incumbents normally advance to the higher level after gaining sufficient experience and proficiency to meet the requirements of the Campus Security Aide II. 


EXAMPLES OF DUTIES


	Patrols school campus grounds, corridors, restrooms, parking lots, bus loading and unloading areas, buildings, and adjacent areas to monitor adherence to District policies regarding class attendance, behavior and general conduct; supervises students and corrects or reports improper behavior as appropriate;
	Watches for, reports and stops unauthorized behavior, vandalism, or other illegal activities; directs non-students to leave school grounds and/or escorts them to appropriate destination;
	Acts as liaison and resource person for students, parents, staff and administrators; develops friendly, supportive rapport with students while ensuring their compliance with rules and regulations; practices and encourages effective conflict resolution; provides school staff with information gained from contacts with students and parents which may assist in resolving school problems;
	Intercedes in student altercations, both verbally and physically as necessary; escorts transgressors to appropriate administrator&amp;#39;s office;
	Monitors parking and issues citations; notifies towing companies when directed by an administrator;
	Performs searches and confiscates articles forbidden on campus;
	Performs security checks of buildings and grounds; locks doors and gates;
	Responds to emergency requests and situations as appropriate; may administer CPR and/or first aid;
	Compiles information and prepares records, forms and reports;
	Assists in eligibility procedures for the school lunch program;
	May testify at expulsion hearings and court proceedings;
	Performs a variety of responsible duties in support of assigned functions, such as but not limited to directing traffic, attending school and community meetings, investigating incidents, and related duties.


QUALIFICATIONS


Knowledge of:


Applicable laws, codes, regulations and policies.


Basic principles, methods and techniques of enforcement, investigation and conflict resolution.


Operation of hand-held radios.


Skill in:


Working independently, quickly evaluating situations, and using sound judgment within the framework of policies, procedures and guidelines.


Interacting effectively with a diverse public and student population; developing rapport and open communication with others.


Enforcing laws, rules, regulations and policies.


Diffusing volatile situations and encouraging/effecting conflict resolution.


Clearly and correctly writing, reading and speaking in English.

A typical way of acquiring the required knowledge, skills and abilities might be:


Level I:


Equivalent to graduation from high school and any combination of training and experience which has provided the necessary knowledge, skills and abilities.


PHYSICAL REQUIREMENTS


The physical abilities required of this classification may include the following:


	Near vision which can be corrected to a level sufficient to successfully read hand-written, typed and computer-generated documents; far vision which can be corrected to a level sufficient to distinguish the presence and activities of individuals on school grounds and periphery.
	Hearing and speech ability sufficient to enable communication by telephone, two-way radio and in person.
	Physical ability to walk and remain standing during the majority of work shift.
	Physical ability to run distances up to 1/4 mile for short durations.
	Physical ability to grab, hold, separate, pull, subdue, and otherwise restrain hostile individuals up to 200 pounds in weight.
	Physical ability to lift, bend, crouch, kneel, climb, and otherwise respond to emergency situations.


OTHER REQUIREMENTS


Possession of a valid California Driver License.


Possession of certification in CPR and First Aid within 6 months of employment.

Minimum Degrees/Credentials/Experience Required for Position:


B.A. (B.S.), and valid special education teaching credential or designated subject credential (Job Counseling and Placement for Persons with Special Needs), Vocational Education/Vocational Rehabilitation.


Duties and Responsibilities:


Under the supervision of Director of Special Education, the Vocational Transition Specialist will work with students in the age group of 13-22.


        1. Write and implement vocational IEPs


	2. Provide standardized vocational and situational assessments for special education students
	3. Develop employment sites and provide on-site support and follow-up for special education students who are placed in supported work experience sites
	4. Develop instructional programs at supported work experience sites and coordinate job coaching activities
	5. Instruct students in job club and on the job
	6. Provide transition planning and coordination of transition activities for special education students.
	7. Act as liaison between students, teachers, adult service providers and parents concerning student progress and transition activities.
	8. Perform related duties as assigned.
	9. Provide job coaching &amp; travel training as necessary


Knowledge/Skills/Abilities:


1.   Knowledge of Career and Vocational Education curriculum and transition planning


2.   Knowledge of Special Education and Vocational Education assessment.


3.   Skill in counseling students with work and behavior adjustment problems


4.   Ability to organize and implement the program activities in relation to Sequoia District vocational education goals.


5.   Ability to coordinate Vocational Education services with community agencies such as Golden Gate Regional Center, Department of Rehabilitation, Adult Employment agencies and Community Colleges.

Sequoia Union High School District

State Board of Education Decision on the Everest Petition 

On March 11, 2009, the California Board of Education heard the appeal of the Everest charter school petition - a petition that was twice denied at the local level. We are disappointed that the State became involved in what is clearly a local issue and that the State chose to grant the appeal.

Certainly, one can reasonably argue that the addition of another school in the Sequoia district is not needed. Along with the Sequoia district&amp;#39;s four distinguished, award-winning comprehensive high schools and Middle College (in collaboration with Ca&amp;ntilde;ada College), the District has three charter schools, including two with capacity.

The District&amp;#39;s four exemplary comprehensive high schools, which serve more than 8,000 students annually, offer college-going cultures, personalized small-learning communities, a robust portfolio of student enrichment offerings, and specialized programs for students across the academic and socioeconomic spectrums. The Middle College and three charter schools offer quality educational programs as well.

After careful, thorough and thoughtful review, the Sequoia district Board of Trustees and the San Mateo County Board of Education both denied the Everest charter petition. The findings of fact were accepted and the voices of the local community were heard. Locally, it was decided that the Everest charter school should not advance.

Unfortunately, the Everest petition was then taken out of the hands of elected officials here in our own community and the local decisions were overturned by officials who are neither elected or members of the local community. It was a daunting task to try to ensure appointed officials 150 miles away understood our local interests and needs.

In our advocacy these past many months for the best interests of all 8,200 of our students, and those who will follow, we confronted serious flaws in the charter school legislation. The legislation intended that new charter schools would be designed to meet the needs of all students, and particularly the needs of low-performing students; yet no new charter school proposal is required to fulfill this legislative intent. This is clearly a flaw in the current law.

Another serious flaw relates to accountability. Under the existing charter school law, taxpayer dollars leave the authorizing school district, which is overseen by an elected board of trustees, and are transferred to charter schools run by private organizations without elected board oversight. 

A third flaw with current law is the fact that the financial impact to the authorizing school district cannot be considered. That&amp;#39;s the law. The District argued before the State board that we currently face unprecedented economic challenges. The nation&amp;#39;s economic downturn is the worst in our lifetime. The Lehman Brothers bankruptcy took a $6.1 million toll on the Sequoia district - one of the highest county investment pool penalties in the state. The new state budget exacts steep cuts to schools. As a basic aid district, Sequoia also faces a decline in property tax revenue. We&amp;#39;re disappointed the State board chose not to support the Sequoia district community in these troubling times and chose instead to overturn the local decisions.

We now turn our attention to preparing facilities to house the Everest students in the fall. We&amp;#39;re under way with clearing the land and preparing for the new school facilities on a neighborhood site in East Palo Alto. Along with spacious classrooms to accommodate the expected incoming class of 100 freshmen, the District has plans to develop the site with new fencing, lighting, parking and landscaping. As planning progresses, the District is working collaboratively with local residents and city officials in East Palo Alto. The District is on course to have the site ready before the first day of school in August. More than one-fifth of Sequoia district students reside in East Palo Alto but it is hoped that students in nearby communities in the District will also choose to round out the student body at the new school.

REDWOOD CITY, Calif., April 22, 2009 - Superintendent Pat Gemma announced this evening that the Sequoia Union School District Board of Trustees has approved the appointments of two new principals, effective July 1, 2009. 


Bonnie Hansen, currently instructional vice principal at Sequoia High School, Redwood City, has been tapped to succeed Morgan Marchbanks, who is stepping down after nine years to focus full time on doctorate studies at the University of California, Berkeley. 


Raul Zamora, currently principal at Miramonte High School, Orinda, and formerly administrative vice principal at Carlmont High School, Belmont, has been recruited to succeed Andrea Jenoff, who is retiring as principal of Carlmont after ten years at the helm. 


&quot;We opened up recruitment nationally for both of these principalships, and the recruitment and hiring process was extensive and involved representation of all of the school&amp;#39;s key constituencies&quot; said Gemma.  


&quot;Both of these schools have undergone significant positive change over the past decade and we want to see the continuation of the upward trajectory at Carlmont and Sequoia.  We are pleased that we were able to recruit two individuals with experience as part of the positive change that has occurred at the schools,&quot; Gemma continued. 


Gemma says that the recruitments drew interest from a pool of highly qualified candidates and that he is &quot;pleased the two outstanding educational leaders who were selected accepted the posts. 


&quot;Both Bonnie and Raul are strong student advocates and effective leaders who will retain and develop the outstanding programs and initiatives that have been put in place over the past 10 years, such as the biotechnology, medical magnet, and fine and performing arts programs at Carlmont, and the International Baccalaureate program and personalized learning communities at Sequoia.  


&quot;We are confident the two new principals will capably build on the recent records of success at both schools,&quot; he added.  &quot;Both Bonnie and Raul are also deeply committed to the Sequoia district&amp;#39;s goals that focus on student achievement, a robust career-technical education program and other priority goals that will help to engage and prepare students to excel in a global, 21st century society.&quot; 


Hansen started in the Sequoia district as an English teacher at Menlo-Atherton High School, Atherton, in 1995, and she has been in her current role at Sequoia High School for five years.  She has a master&amp;#39;s degree in education from UC-Berkeley and a teaching credential from UC-Davis.  She is nationally board certified in English. 


Zamora has served as principal at Miramonte in the Acalanes Union High School District in the East Bay since 2006, and, immediately prior, served as administrative vice principal at Carlmont for four years.  He started his educational career as a high school music teacher in Anderson, Calif.  Zamora has a masters in music education from the University of Illinois and will complete his doctorate in organizational leadership in July.

Thank you for that warm introduction.  It may be trite, but I&amp;rsquo;ll say it anyway:  I am honored and humbled to receive this award.  After nearly four decades in education, I appreciate this recognition by my peers. 


As leaders in public education in California, all of us in this room face unprecedented challenges &amp;ndash; be they the state budget crisis and national economy; changing student demographics; unfunded state mandates; unrealistic, questionable testing requirements; or the initiatives advanced by those who blindly believe competition of any sort is a panacea for all that ails us. 


There is nothing simple or trivial about problem-solving to meet the challenges we face.  I know you, like me, will not give up trying.  We know this generation &amp;ndash; and the ones that will follow &amp;ndash; are counting on us, and none of us want to let them down. 


In my view, there&amp;rsquo;s no greater calling than serving our youth and providing them with a high-quality education.  Some of the most exciting and wonderful moments in a child&amp;rsquo;s life take place in classrooms across all of our districts . . . every day.  Could there be a greater calling than this? 


That&amp;rsquo;s why I know you&amp;rsquo;re like me, undaunted by the challenges and unwavering in a deeply-rooted commitment to our young people.  I know that we will all continue to promote excellence in our schools by harnessing the incredible energy, commitment and passion demonstrated year-round by our teachers and professional support staffs.  


We are undeterred because we know that what&amp;rsquo;s at stake &amp;ndash; public education &amp;ndash; goes to the very heart of our democracy.  I am privileged to serve in public education in our great state, and I am honored to receive this award this evening.  Thank you very much.

REDWOOD CITY, Calif., April 24, 2009 - The Association of California School Administrators (ACSA) sets the bar high for selection of Superintendent of the Year. 


ACSA says the individual must &quot;have a handle on every aspect of education within the district, from the classroom all the way up to what comes down from the state and federal governments.  The best superintendents are collaborative leaders, able to get the best out of site leaders and district staff, all with the focus of doing their very best for the students they serve.&quot; 


On Monday evening at the Grosvenor Hotel in South San Francisco, Sequoia Union High School District Superintendent Pat Gemma, Ed.D., will be honored as this year&amp;#39;s Superintendent of the Year for ACSA&amp;#39;s Region 5, which encompasses all of San Mateo and San Francisco counties. 


&quot;We&amp;#39;re pleased to learn of this honor,&quot; said Don Gibson, president of the Sequoia district board of trustees.  &quot;Superintendent Gemma is an exemplary educator who has achieved noteworthy success in his six years leading the Sequoia district. 


&quot;It&amp;#39;s especially befitting that Dr. Gemma receives this honor at this time, when he is doing such a stellar job in navigating the District successfully through unprecedented economic conditions and other serious challenges.  He has us headed into what promises to be one of the most exciting eras ever for the Sequoia district.&quot; 


San Mateo County Superintendent of Schools Jean Holbrook, Ed.D., who nominated Gemma for the award, echoes the board president&amp;#39;s sentiments.  She says Gemma &quot;understands the importance of visionary leadership and has implemented an annual goal setting process to bring that vision into reality.&quot; 


Under Gemma&amp;#39;s leadership, the Sequoia district has embraced a vision that focuses the work of faculty, administrators and professional support staff on engaging and preparing all students to excel in a 21st century global society.  


In making the nomination, Holbrook also noted Gemma&amp;#39;s leadership in passage of the bonds in 2004 and 2008 that are enabling significant facility and technology enhancements across the district - from state-of-the-art computer labs, updated classrooms and new libraries to professional-quality performing arts centers and new athletic fields, gyms and pools. 


Holbrook also noted Gemma&amp;#39;s advancement of a comprehensive career-technical education (CTE) program, which seeks to provide all students with support in identifying college majors and future careers.  Holbrook says the CTE program &quot;will be an enormous service to students and the future of San Mateo County.&quot; 


&quot;Never satisfied with the status quo, our schools have continued to distinguish themselves during Dr. Gemma&amp;#39;s tenure,&quot; Gibson said.  &quot;Of the most recent graduating class, 96 percent of students went on to college following graduation.  The District now offers a rigorous college preparatory curriculum and support to all students who aspire to higher education, including students &amp;#39;in the middle&amp;#39; and first-generation college students.  


&quot;The superintendent&amp;#39;s advancement of a robust CTE program will be an ideal complement as the District continues its exceptional job in preparing students for college, careers or whatever path they choose following gradation. 


&quot;The honor of Superintendent of the Year is well deserved,&quot; he added. 


Also being honored from the Sequoia district on April 27 is Joni Gordon, administrative vice principal at Carlmont High School, Belmont, who has been named Secondary Co-Administrator of the Year for ACSA&amp;#39;s Region 5.  Gordon was noted in the nomination for her &quot;energy, enthusiasm, drive to ensure equity for all students both academically and socially, and passion for supporting every student to make wise choices and build a successful future.&quot; 


Gordon will also be installed as president-elect for ACSA&amp;#39;s Region 5 on April 27.

A Message from Superintendent Gemma about changes to summer school in 2009 


If the Sequoia district had it our way, we would accommodate, as we always have, all students who have expressed a desire to attend summer school this year.  Unfortunately, given the state budget crisis and our other financial challenges, we cannot afford to accommodate all 2,300 interested students this year.  


Like other school districts in the state, we were forced to consider cancelling summer school.  Fortunately though, we have identified a way to accommodate students with a priority need for summer school this year.  


To accomplish our goal of serving as many students as possible, we will consolidate our summer school at one site this year.  Our general, districtwide summer school will be held this year at Sequoia High School.  


In addition, we have determined priority acceptance criteria that first supports students who are just a few credits shy of earning their high school diploma.  Another priority need is supporting students who are working to gain acceptance to University of California and California State University schools following graduation. 


We estimate that we will be able to accommodate approximately 1,600 students in our summer school this year.  


	For students who are accepted into the district&amp;rsquo;s summer school, it will be important that they successfully complete the entire session.  If students do not attend the first day of the summer session, they will be dorpped and their spot filled by a student on the waiting list.  


	For students who cannot be accommodated in the district&amp;rsquo;s summer school, we are gathering information about alternative opportunities that will be available in the community, and our school counselors will have this information to share with students.   


PLEASE NOTE:  Separate from the general summer school program that will be centralized at Sequoia High School this summer, we will continue to operate &amp;ndash; at the four comprehensive high schools &amp;ndash; our COMPASS program for incoming freshmen, and we will operate &amp;ndash; at Woodside &amp;ndash; our English Immersion Institute for English-language learners and our Summer Math Institute for incoming freshmen.  


Our commitment remains strong to ensuring the continuing success of every student we serve.  Counselors are available at each of our schools to plan for the individualized summer school needs of students.  We thank our students, parents, staff and the community for your continuing support, and we appreciate your understanding as we work together to navigate our way through the current financial difficulties.

On June 30, 2004, President Bush signed the Child Nutrition
and WIC Reauthorization Act of 2004.  www.fns.usda.gov/tn/healthy/wellnesspolicy.html (http://www.fns.usda.gov/tn/healthy/wellnesspolicy.html)
  This law required each school district
in the nation to have a Wellness Policy in place by the first day of the
2006-2007 school year.  This legislation
was structured so that each individual school district developed its own policy
to ensure that local needs were addressed.  Currently the Wellness Advisory Council (WAC) of
the Sequoia Union
High School
District is made up of school nutrition professionals, the
district nurse, science and physical education teachers, parents, district
administrator, community members, students and staff from the Sequoia Teen
Resource Center,
The Sequoia District Teen Wellness Center, and the Sequoia Hospital Wellness
Program.


Our Wellness Policy includes goals for nutrition education,
physical education and activity, as well as nutritional guidelines for all
foods available on each campus during the school day. Legislation from California, SB12 and SB
965, establishes additional nutritional standards including restriction on the
types of foods and beverages that can be sold on a school site during the

The nutrition standards only apply to food and beverage
items sold on campus and do not apply to items brought from home for individual
consumption.  All groups selling or
serving food and beverages on campus will be required to follow the
standards.  The district has complied
with SB965, which bans soda sales in elementary, middle and high schools.

Monday of the month at 3:30 PM in the District Office, 480 James Ave. in Redwood City. 
Our goal is to have our students &amp;ldquo;Fit, Healthy and Ready to Learn&amp;rdquo;.  We welcome parent, student and community

        <description>KCEA's          studios are located on the campus of Menlo-Atherton High School in Atherton,          Ca. Our transmitter facility is located in the Heather Highlands area          of San Carlos, CA.          In 1979 the Sequoia          Union High School District, which owns the broadcast license for KCEA          89.1 FM, established it as a high school radio station. This station features          big band music from the 30's and 40's, 24 hours a day. KCEA serves as          the disaster information station for the surrounding area.          KCEA has a library          of over a thousand albums and compact disc's of the big band era, which          is always expanding. KCEA produces and airs free Public Service Anouncements          (PSA's) for local events such as concerts, dances, community activities,          and information on consumer and health awareness. In August 2005, the Sequoia district implemented a new website -- Communicado -- to facilitate and improve communication within the district community.Since the end of August, over 4,863 students, parents and teachers have registered for Communicado. As of mid October, 76 per cent of the district teachers are using it.

        <description>Dear Parents and Community Members: High school is often cited by individuals as the experience that &quot;gave me my start in life.&quot; The Sequoia Union High School District (SUHSD), through its five high schools, provides all students with powerful opportunities to succeed in whatever they choose to do after graduation.The benefits of attending school in the Sequoia Union High School District are many. Our schools are staffed at an approximate 27 to 1 student/teacher ratio. We have many tutoring, counseling, and other support services to address the individual needs of our students. Our teachers are highly educated and committed to the total development of each student. Beyond rigorous academic coursework, our students experience character education designed to teach the importance of respect, honesty, and courage. When the schools are periodically reviewed for accreditation, our students report that they feel safe and nurtured. The vast majority of our student population arrives early or stays beyond the traditional school day to participate in the many and varied extracurricular opportunities offered. These include athletics, fine and performing arts, community service activities, clubs, and other wholesome social events.The SUHSD knows that involved parents and families, working with highly competent school staff, will ensure that our students are well prepared for the challenges that are ahead of them after graduation.         <description>&quot;Argo Tower&quot; - Sequoia High School .-1987:  Courtesy of the Redwood City Public Library - Histrocial CollectionWhen Stanford University opened its doors in 1891, the people of this community wanted their children to have an equal opportunity to attend the new university. So, twenty-one citizens, elected to represent several local elementary school districts, met at the county court house in Redwood City on August 24, 1895, and organized the Sequoia High School District. Thus, the first high school between the counties of San Francisco and Santa Clara was built.  The school opened with an enrollment of 53 students and two teachers. The first classes met in downtown Redwood City in what now is the Fox Theatre. The present Sequoia High School campus was dedicated in 1924.  The campus was immediately recognized for its Spanish Colonial Revival architecture, two large gyms and spacious auditorium, now known as Carrington Hall.  In 1995 Sequoia High School was added to the National Register of Historic Places.  Over time as the District grew, additional campuses were opened in neighboring communities. In 1951, Menlo-Atherton High School was opened near the Menlo Park - Atherton border, followed by Carlmont High School in Belmont in 1953 and Woodside High School on Woodside Road in 1958.  That same year, Ravenswood High School in East Palo Alto was opened. That campus later closed in 1976. The same fate came to San Carlos High School, located in the San Carlos hills, which opened in 1960 and closed in 1982. Redwood High School, the District's continuation high school, opened in 1966.  The Adult School officially started in 1920, but references to a night school can be found as early as 1900 in local newspapers.  Currently, the Sequoia district has a growing enrollment of over 7,400 and serves the communities of Menlo Park, East Palo Alto, Portola Valley, Woodside, Atherton, Redwood City, Redwood Shores, San Carlos and Belmont. Over 60 percent of the teachers hold a master's degree or higher and 151 teachers speak a second language. Also, Sequoia district teachers have been named San Mateo County Teacher of the Year in seven out of the last 12 years.  The District is committed to a quality education for all students. The schools provide a rich selection of programs, services, and academic courses designed to prepare students for both college and the workplace. As a result, approximately 90 percent of the graduating students go on to attend two- or four-year colleges and universities. This level of quality has been recognized at the State level resulting in all four comprehensive high schools being named California Distinguished Schools, and Redwood High School being named as a Model Continuation High School. .</description>

Citizen oversight of local government is the cornerstone of democracy in the United States. Today, nearly 100,000 citizens serve local communities as school board members, the largest category of elected public officials in the United States. Governing boards provide direction and over sight for the professionals who manage the day to day operations of the school. School board members also provide accountability to the community. 


There are four major board roles. These are establishing a vision; maintaining an effective and efficient structure; ensuring accountability, and providing community leadership as advocates for children, the school district, and public schools. Authority for these roles is granted to the board as a whole, not each member individually. Board members work together as a governance team with the Superintendent to make decisions that will best serve all the students in the community. 


The Sequoia Board (index.php?option=com_content&amp;task=view&amp;id=16&amp;Itemid=28) has five members, each of whom serves for four years, and a student trustee who serves for one school year. There are no term limits for elected board members. The Board meets the first and third Wednesday of the month at 5:30 p.m.. Please see agenda for location information. The meetings are open to the public and there is time at the beginning of each meeting for the public to address the board on items not on the agenda.

Introduction 


These Internet and Intranet Publishing Guidelines are applicable to all employees and students of the Sequoia Union High School District (SUHSD). They provide some specific guidance on implementing School Board Policy with respect to information posted to network servers whether they provide world-wide or internal access. 


The SUHSD staff currently maintains Internet and Intranet servers on its premises. The guidelines herein pertain to the &amp;lsquo;content&amp;rsquo; of information posted on these and all future servers within the SUHSD&amp;rsquo;s domain. 


This document is written in accordance with SUHSD School Board Approved Policies. These guidelines are an implementation instrument of those policies. In the event of any conflicts between material contained herein and School Board approved policy, the School Board Policy takes precedence. Applicable policies include BP4040(a) and AR 4040(a). 


Servers that make information available via a computer network will collectively be referred to as &quot;web servers&quot; with a distinction being made between &quot;Internet&quot; and &quot;Intranet&quot; as needed. At this time these servers use the http, tcp/ip, ftp, ppp and other protocols for communications. These guidelines are applicable as indicated here regardless of underlying technologies or protocols used. 


The purpose of the District Internet/Intranet sites is to provide information about the District and the schools to staff, parents, students and community members. The Internet/Intranet sites are not public forums. Recognized employee organizations may post notices to their members via a link to their employee organization web site in accordance with Government Code section 3543.1(b). The District disclaims any responsibility or liability for content posted on an employee organization site linked to the District site. 


Neither the District nor an employee organization shall post on the District web site any material which urges the passage or defeat of any school measure of the District, including but not limited to, the candidacy of any person for election for the governing board of the District. Education Code section 7054. 


General Web Publishing Considerations 


Publishing material onto an Internet or Intranet server involves the same general considerations as publishing onto other media, e.g. publishing material to a book for distribution. One distinction, however, is that material posted electronically becomes immediately available to all persons with access to the Internet. 


The District must follow the law and responsibly use its available resources to educate its students. Toward this end, this Internet and Intranet Publishing Policy strives to: 


	
	
	Protect intellectual property rights of ownership (e.g., copyright); 
	
	
	
	
	Protect every individual&amp;rsquo;s right to privacy; 
	
	
	
	
	Respect the rights of every child&amp;rsquo;s parent(s) or guardian; 
	
	
	
	
	Protect the welfare of students; and 
	
	
	
	
	Assure that all resources are used efficiently toward the District&amp;rsquo;s educational program goals. 
	
	


Failing to follow the laws pertaining to published material may result in legal action against the District. 


Student classroom work may be published under the direction of a teacher or advisor. Similarly, staff members may create web pages that are education oriented. Linking to student/staff personal home pages on an external site is not permitted. A student&amp;#39;s personal information (home address, e-mail address, or phone number) shall not appear in any Internet/Intranet published materials. A student&amp;#39;s full name shall not be published without the student&amp;#39;s and a parent&amp;#39;s written consent. To ensure student safety, a student&amp;#39;s picture and full name shall not appear on the same page. Photographs of a person from the back or indistinguishable frontal photographs may appear on the Internet/Intranet without written consent. Group photographs of unidentified students/staff may be published on the Intranet without permission. Parents who do not wish to have their student&amp;#39;s photograph published as part of a group on the Intranet may opt out by indicating their preference on the current school year Parent/Guardian Agreement form. 


Use policy agreement forms must be signed by staff and students in order to access or publish to the web. Employee forms are available in human resources and student forms are available in Administration at each school site. Student writings, artwork, and photography belong to the student, and shall not be published without the student&amp;#39;s and a parent&amp;#39;s written consent. Likewise, staff writings, artwork, and photography belong to the staff member, and shall not be published without the staff member&amp;#39;s written consent. Coursework assigned and developed in the Web Design class may be published without consent. Copies of publishing agreements and use policies are provided in the Agreement Forms section of this document. 


Responsibility for Content 


This section provides guidance on the responsibilities of those developing and posting web content. 


ORIGINATOR&amp;rsquo;S RESPONSIBILITY 


Per School Board Policy, SUHSD employees and students are personally responsible for their use of network services made available to them. Those creating web server content are responsible for seeing that it meets these guidelines and implements School Board Policy. 


The web content originators, not the web server maintenance personnel, are responsible for the information they submit to be posted. All information must be double-checked for accuracy. Per School Board Policy, information which could be perceived as threatening, obscene, disruptive, unethical or construed as harassment or disparagement of others based on their race, national origin, gender, sexual orientation, age, disability, religion or political beliefs shall not be posted. 


Agreement forms required for the posting of any sensitive, confidential, copyrighted, or private information must be collected and stored by the originator for as long as needed to assure satisfaction of legal requirements. The time may be extended due to legal complications, or at the site administrator&amp;#39;s direction. The Agreement to Allow Use and Publishing of Copyrighted Work form is provided in the Agreement Forms section of this document. 


TEACHER&amp;#39;S/ADVISOR&amp;#39;S RESPONSIBILITIES 


Teachers and advisors must supervise all student postings/web pages to ensure that the subject matter is educational. Additionally, prior to submitting them to the web site&amp;#39;s webmaster, student postings and &quot;links&quot; must be reviewed by the teacher and/or advisor to prevent the posting of inappropriate material. Linking to student/staff personal home pages on an external site is not permitted. Student writings, artwork, and photography belong to the student, and shall not be published without the student&amp;#39;s and a parent&amp;#39;s written consent. Coursework assigned and developed in the Web Design class may be published without consent. A student&amp;#39;s full name shall not be published without the student&amp;#39;s and a parent&amp;#39;s written consent. A student&amp;#39;s personal information (home address, e-mail address, or phone number) shall not appear in any Internet/Intranet published materials. To ensure student safety, a student&amp;#39;s picture and full name shall not appear on the same page. Copies of publishing agreements are provided in the Agreement Forms section of this document. 


Teachers and advisors are directed to limit access of web content containing information on, or photographs of, students to the minimum audience needed to accomplish instructional goals. If a class, school or District Intranet web server satisfies these goals, then this forum shall be used rather than publishing to the Internet. 


Teachers and advisors shall explain to students that: 


	
	
	Network services and web servers have been established for educational purposes only; 
	
	
	
	
	Most transmissions over the Internet/Intranet can be intercepted and read by other persons on the Internet/Intranet and places outside the District; 
	
	
	
	
	Information posted on the Internet/Intranet is not necessarily fact; 
	
	
	
	
	All original work posted on the web is protected by copyright law and cannot be used without the author&amp;#39;s permission; and 
	
	
	
	
	There are rules of network etiquette and general web publishing guidelines. 
	
	


WEBMASTER RESPONSIBILITIES 


Each site will have one webmaster and one principal&amp;#39;s designee who are responsible for posting to the Internet. Web server submittals may be made through the site&amp;#39;s webmaster or principal&amp;#39;s designee. Webmasters and principals&amp;#39; designees will not share passwords or allow anyone else to post to the web server. Webmasters and principals&amp;#39; designees must not knowingly post inappropriate material and should exercise controls necessary to remove and prevent reposting of inappropriate content when any is found. Employee names, pictures, work assignments and e-mail addresses should only be posted to the Internet with the employee&amp;#39;s written/e-mail permission. 


The web is a very dynamic resource. It is strongly recommended that links to pre-existing sites be checked regularly to insure that links are appropriate and active. Only active files that are required for the proper operation of the Internet/Intranet should be stored on the Internet/Intranet server. Inactive files should be deleted. 


Webmasters and home pages shall be referred to by their given school name, e.g., &quot;Carlmont Home Page,&quot; or, &quot;Menlo-Atherton Webmaster.&quot; In addition, each site&amp;#39;s home page shall include a &quot;link&quot; back to the district home page (http://www.seq.org).

This section provides forms for use in documenting copyright owner and parental consent to publishing materials on SUHSD websites. They are: 


	
	
	Employee Technology Use Agreement (index.php?option=com_docman&amp;task=doc_download&amp;gid=502), and
	Student Acceptable Use Policy (index.php?option=com_docman&amp;task=doc_download&amp;gid=74) with the Signature (Affirmation) Page (index.php?option=com_docman&amp;task=doc_download&amp;gid=76).


Employees and Students must read the Board Policy and agree to comply with it as indicated in the forms identified above. Students must also obtain their Parent(s)/Guardian&amp;rsquo;s permission to use the Internet.
